Prisoners studying university courses are believed to have claimed millions of pounds in loans and scholarships.
Despite the fact that taxpayers are already paying to keep them in prison, inmates were able to claim more than 370,000 pounds in the last year.
Officials have been trying to determine the extent of payments made since 1998, including concerns that the total bill could amount to several million pounds.
